Israel and Hamas accepted the first phase of an American-brokered plan on 9 October 2025. The twenty living hostages were released on 13 October in exchange for about 250 Palestinian prisoners and 1,700 detainees, and the deal was signed at Sharm el-Sheikh with some twenty heads of state present. Around 68,000 Palestinians had been killed by then; reconstruction, governance and disarmament were left to later phases.
