The International Criminal Court issued the warrant on 17 March 2023 over the deportation of Ukrainian children to Russia. It was the first against the leader of a permanent member of the UN Security Council. Its practical effect is to constrain travel: Putin skipped the 2023 BRICS summit in South Africa, which would have been obliged to arrest him, and Mongolia declined to when he visited in 2024.
