The Glasgow pact of 13 November 2021 was the first COP outcome to mention coal and fossil fuel subsidies explicitly. In the closing minutes India and China forced 'phase out' of unabated coal to be softened to 'phase down', and the COP president apologised in tears. More than 140 countries had by then adopted net-zero targets, but the pledges on the table still implied warming well above the 1.5C the pact reaffirmed.
