Signed at Bletchley Park on 1 November 2023, the declaration brought the United States, China, the EU and others to agree that frontier models pose potentially catastrophic risks and that developers bear responsibility for testing them. It committed nobody to anything binding, but it was the first document on AI signed by both Washington and Beijing, and it began the run of AI summits through Seoul, Paris and New Delhi.
