The Dubai agreement of 13 December 2023 called on states to transition away from fossil fuels in energy systems — the first COP text to do so, at a summit presided over by the chief executive of the UAE's national oil company. Small island states complained the deal was gavelled through while they were out of the room, and the text contains no timetable and no obligation.
