The Paris Agreement
Nearly every country agrees to limit warming, with no enforcement mechanism.

Adopted in December 2015 by 196 parties, the agreement commits signatories to hold warming well below 2°C and pursue 1.5°C, through nationally determined contributions that each state sets for itself and which are not legally binding. Its architecture is deliberate: after Kyoto's failure, universality was chosen over enforceability. Current policies put the world on track for roughly 2.5 to 3°C.
