Tim Berners-Lee proposes the web in March 1989 to solve a problem of information sharing among CERN physicists, combining hypertext with the internet through URLs, HTTP and HTML. CERN places it in the public domain in 1993 with no patents and no royalties. That decision is why it became universal rather than one proprietary network among several, and Berners-Lee has never profited from it.
