The Intergovernmental Panel on Climate Change is established in 1988 to assess published research and report to governments; it conducts no research itself. Its assessment reports, produced by thousands of volunteer scientists and approved line by line by governments, have grown steadily more certain and more alarming. The 1990 report led to the UN framework convention; the process has been criticised both for conservatism and for alarmism.
