Britain's National Health Service opens in July 1948 offering care free at the point of use; comparable systems of pensions, unemployment insurance, and public housing spread across Western Europe, with different models in Scandinavia, Germany and Japan. The political basis is the shared experience of depression and total war. These systems account for much of the twentieth-century convergence in life expectancy across social classes.
