James II is deposed in 1688 in favour of William and Mary, who accept a Bill of Rights limiting royal power over taxation, standing armies and elections. Locke's Two Treatises, published the following year, argues that government exists to protect life, liberty and property and may be dissolved by the people if it fails. The settlement makes Parliament sovereign and provides the intellectual template for the American Revolution.
